Romania is at the bottom of the table with the highest number (115) of human rights violations yet to be addressed, a 59% pending rate from the last decade, and an average of five years and five months needed to implement each ruling.

Significant human rights issues included credible reports of restrictions on freedom of expression, and crimes, violence, or threats of violence motivated by antisemitism.

After the fall of communism in Romania, laws were passed giving people the right to claim back property nationalised by the old regime. Tens of thousands of people made such claims, but a huge number faced delays and failures to deal with their applications.

It is in this atmosphere that the Romanian far right rose. In 2024, it won nearly a third of parliamentary seats. The ascent had been building for years, accelerated by the covid-19 pandemic, when far-right leaders rejected vaccines, stoked conspiracy theories, and vilified public-health officials.
