as title says, some say they do respawn within the hour, some say they never respawn some say its bugged. Anyone got an actual answer for me so i know if im gonna have to start world hopping or do they just take 3 days to respawn.

Vault Shards and Cores have separate purposes. You’ll need Cores to build Lodestones, letting you fast-travel across the map if you have at least one more place elsewhere.
