If I use the shortcut "control sysdm.cpl", it opens "System Properties". If I use "System" in "Control Panel" it opens "About' in the new "Settings" app under "System". If I use "control admintools" and select "System" it opens the old system window which is what I want, but can't create a shortcut that will work; if moved off the "Desktop" it will open the new "Settings" "System".

The sysdm.cpl in the RUN menu works very well. I like it. Also like going to C:\Windows\System32 and scrolling down to "System-Properties-Advanced" I right click that and send it to the desktop as a shortcut and then on my desktop I find that shortcut icon and right click it and select "Pin to Start Menu" That way it's always there in the Start, or on the desktop.
