Steam Tools are stuff usually for developers/server owners. It comes together with a lot of games. Adding games to Steam such that you avoid the launcher in the future: Add UbisoftConnect.exe as non-Steam game again. Right click on your shortcut in Steam and change the name to the game you want to start with this shortcut.
