During a neutrality run I just found out the hard way that despite having a planned economy, and a very leftist government, having a trade deal with Lespia blocks any deal with Valgsland.

That way, you'll sign a purely economical deal that won't impede you from forging a military alliance with the much stronger Valgsland.

For valgsland, don’t oppress the red youths, you can trade with them if you pick neutral options throughout, however if you ally or recognise the islands for agnolia, then they won’t talk to you.

Unfortunately, alliance with Agnolia means no deal from Valgsland, since they now couldn't attack the island without your intervention. If you want Valgsland, just accept only the trade with agnolia, do not recognize island for Agnolia nor alliance, or just refuse it outright.

If you deal with Valgsland, Lespia won't deal with you, and vice versa. You can, however, maintain trade with Agnolia AND trade/ally with Valgsland and Agnolia won't remove their trade deal even after Valgsland attacks and you support the attack.
