The AppData\Localand AppData\Roaminglocations are the preferred locations for applications to store data that is not required to be exposed to the user. In a domain environment, the Roamingis used to copy the user's environment as they log on to different computers. You can find a description in the Windows File System Namespace Usage Guidelines.

But in general, moving the AppData folder to another drive is a cause for system instability. Not for nothing has Microsoft made it a hidden folder. I would suggest moving AppData back to its place, hoping that you have not damaged any sensible folder permissions. If the instability is not fixed, Do a Repair Install of Windows 10 with an In-place Upgrade.

Just incase anyone comes to this, I'll add that it will copy all of the contents of %appdata% and %localappdata% for all users to windows.old, but this does come with some odd exclusions if windows.old exists from a previous reset.
