Rand Water is the largest bulk water utility in Africa and is one of the largest in the world, providing bulk potable water to more than 11 million people in Gauteng, parts of Mpumalanga, the Free State and North West. Rand Water draws water from its catchments and purifies it for human consumption.

Process of Consultation Rand Water must, for at least 40 (forty) days, request SALGA and National Treasury to provide comments on the proposed tariff increase. Thereafter the Department of Water and Sanitation (DWS) must table proposed tariff increases by all water boards with National Parliament on or before 15th March 2025, for implementation on 1st July 2025.

Rand Water systems are dropping fast as a result of extremely high-water consumption from customers, Cities of Johannesburg and Tshwane as reported in weekly consumption figures (see figure 2 and 3 below). Rand Water continues to supply at maximum capacity; however, the storage is declining rapidly owing to high-water consumption.

The raw water tariff consultation process was finalized by 30th September 2025. The raw water tariff is applied annually from 1st April to 31st March of the following year, while the financial year for water boards is from 1st July to 30th June. Due to this misalignment, a raw water tariff impacts two different financial years for Rand Water.
